This is the first time I've heard that there is a perpetual license for DocuSign. But I find a document about it for your reference:

We want to make sure you don’t miss an important update. On May 9, 2025, the current donated and discounted Docusign offers available through TechSoup will be retired.
After this date, Docusign will shift to a new model offering a discount directly through their website for eligible nonprofits on Docusign subscription plans. This means the perpetual donation and discounted subscriptions currently available through TechSoup will no longer be available.
