Stamp size not consistent with entered dimensions?

Question

When creating a new stamp from an image I set the stamp height to the desired height but when I apply the stamp on a document it does not show the correct height. Comparing it to another stamp that was previously created of the same size it’s clear that the size isn’t consistent between the two stamps. Any ideas?
