I received an email from an unknown sender. Outlook marked the email as unable to verify sender so may not be safe to open. I do not want to open the unknown Docusign document. How can I verify it is safe to open ?

If this email was a legitimate email from Docusign, you will find the Alternate Signing Method at the end of the email, and with this code you will be able to verify it directly on the Docusign website.

When I went to open the document and I was directed to https://visafleurs.com/ and sign into my Outlook acct. The alternate sign in method is not redirecting to Docusign or the document for me to see.  I will mark the email as phishing / spam.

This is definitely not expected behavior from a Docusign envelope. Your best bet is to forward this message to spam@docusign.com and delete it from your email.
