I have been trying to sign up for a free developer account for days and have not been able too. I have faced common problems such as being logged out and the account seems like it never existed, and the invalid phone number problem. I have emailed support but they keep asking for my docusign account number which I do not have. I tried creating this and encountered the same issue. Please help me resolve this I have been stuck for days and this is very frustrating. I have tried different emails as well as clearing cache/history.

I'm curious about what happens when you use a different device? Could you please test this link: Docusign Developer Account?

Also, I understand you have submitted a case. Could you please send me a private message of your case number and the email address you used for the registration?
