How can someone share or make changes when they are not the owner of the envelope? I have created a similar permission as Admin, but it is not working.

The setting applies to template creation and sharing. It does not grant the user access to another user's envelopes. If you need this functionality, the feature you're looking for is called “Shared Access'” and you want to assign Manage or Edit access.

What about transfer ownership? Can we grant this option to specific members that are not Admins?

To answer your additional question, the template owner should also share their templates to you for you to be able to edit it.
