The setting applies to template creation and sharing. It does not grant the user access to another user's envelopes. If you need this functionality, the feature you're looking for is called “Shared Access'” and you want to assign Manage or Edit access.

This Docusign Support article will help you with the configuration.

But why Admins can do that? 

What about transfer ownership? Can we grant this option to specific members that are not Admins?

Is Shared access configuration for Admins only?

Shared access is for envelopes access, I’m looking for templates access to edit when I’m not the owner
