For example, Person A and Person B are set to sign 1st (at the same time). Person C is set to sign when and only when Person A signs and Person C doesn't have to wait for Person B to sign.

Not in the order that you are designating in your original post. If you set Person A and Person B as the same Signing Order, specifically "1", then they both are required to sign before the envelope would move to Person C, who would be Signing Order "2". Now you could alter your Signing Order....so Person A is "1", then Person B and Person C are Signing Order "2".
