Infrastructure Change to Azure | eu-b.docusign.net unreachable

We’ve received the reminder of the change to Azure. We are currently testing server and app access to eu-b.docusign.net but I am unable to complete “Test-NetConnection eu-b.docusign.net -Port 443” on any device connected to any network.

I can successfully reach:

demo-b.docusign.net
na1-b.docusign.net
na2-b.docusign.net
na3-b.docusign.net
na4-b.docusign.net

But not eu-b.docusign.net


Is this by design? Is that endpoint down? 
I don’t think it’s a DNS issue:

If anyone comes here for the same issue, Docusign support has notified me that for EU eSignature migration, eu-b.docusign.net will not be used and eu.docusign.net will continue to be the active domain before, during and after the migration.
