I have input the incorrect phone number for the second applicant and she can’t continue on with the application form. Can I fix this, without having the first applicant complete their part again?

If the sent envelope stills as Waiting for Other status so you can Correct the envelope. Find the pending envelope, click in the button Correct, fix the phone number to the 2nd signer, click Next, then the Correct button. Your signer will get a new email notification to sign.
