Mandatory pre-fill fields allow for just that scenario!  The best thing to do is to create a template and add Mandatory Pre-Fill text fields onto it.  Then, whenever a sender tries to use that template, they’ll be required to fill them in before they can send.  Here’s some more information on Pre-Fill fields:  https://support.docusign.com/s/document-item?language=en_US&bundleId=gbo1643332197980&topicId=nwo1611173513994.html&_LANG=enus
