How to prevent DocuSign "review document" email from being forwarded and prevent unintended users from viewing DocuSign document?

I have a template using an associated Powerform. The user has access to the url for the Template. User completes the form. The next person in the workflow receives an email with the DocuSign document link so he/she can view it. In my testing, I'm able to forward the DocuSign email to another person and that person is able to click that document link to view the document. Is there a way to enforce security to disallow the DocuSign document link from being forward to an unintended user? We don't want anyone other than the email recipient to view the document since it contains PII.

Btw, I Added Access Code for the recipient. After the process completed, the email had the “Viewed Completed Documents” link. I was able to forward that email to another user and the user was able view the documents.

I found a setting to prevent users from forwarding completed envelopes.
