How to create DocuSign Alert-Activity detected from closed account

I want to create an alert to admin when a closed account tries to login to account, it should create an alert notification to admin with that account information

There is a workaround available for this scenario. If the closed user is a member of a domain you own, you can use the “Alert Multiple Login Failures” from the Monitor alert list to track the user's login attempts. This will help you see when they try to log in, since the account is already closed, which may trigger a login failure.

By default, the alert triggers after 6 failed attempts, but this threshold is configurable and can be set as low as 1 to increase sensitivity. Docusign Monitor eSignature Alerts
