To properly forward an envelope to a different signer, please use the "Correct" action from your Docusign account.
This will be available if you are the Sender of the envelope. If you are not the one who created the envelope, then please request the correction from the Sender.
You may follow the steps from this link on how to "Correct" an envelope.
