I am getting the following error message after making a correction to an email address for a person who should be receiving a document for initials and signatures. What does this mean? “The API request is forbidden. Request blocked due to excess usage”

I understand you are getting an error message when trying to correct an envelope. I sincerely apologize and rest assured that I'll make my best effort to help you.
To confirm, are you using a trial/free Docusign account? If yes, correcting envelopes are available only to users with paid Docusign plans. The option is to void the existing envelope, copy, and send it as a new one. Here is an article for your reference: Common sending issues > Need to correct an envelope.
