I am getting the following error message after making a correction to an email address for a person who should be receiving a document for initials and signatures. What does this mean? “The API request is forbidden. Request blocked due to excess usage”

To confirm, are you using a trial/free Docusign account? If yes, correcting envelopes are available only to users with paid Docusign plans. The option is to void the existing envelope, copy, and send it as a new one. Here is an article for your reference: Common sending issues > Need to correct an envelope.

I am having the same issue on a paid developer account with full permissions. I’m in the sandbox trying to use bulk send with a CSV that has 40 recipients on it.

No. My error (with the same message as dandyjim’s) occurs before the envelopes are sent, when I upload the CSV and hit save on the CSV screen, so I haven't been able to send in bulk at all. I have tried clearing the cache and restarting to no avail.

Thank you for getting back to me and confirming. The error message is potentially related to limitations of a Developer account when using Bulk Send. Since this Developer is associated with a paid account, the best action is to have a Docusign support review the account and correct this. To open a support case in the Docusign Support Center, go to the "Get Support" section and select "Open a Support Case.” Log in using your Docusign credentials and select a case subject. If you have multiple Docusign accounts, choose the appropriate account to continue. Open a case in the Docusign Support Center.

I confirmed the envelope allowance error has occurred with this account. To resolve this issue, could you please provide the production account ID that this customer uses?
And we confirm with support team why needs provide production account ID:
his issue is not related to the production account, but we need this information to resolve it as it is a security-related issue.
