DocuSign Bulk Send: fields hidden from view-only Reviewer step

Hi Support,

I'm using Bulk Send in DocuSign with a routing order of Reviewer (view-only) → Signer.

The reviewer's role is just to view the document before it moves on — they're not signing or adding anything. The problem is that the data I've loaded via the Bulk Send recipient list doesn't populate/display for the reviewer at their step. It only shows up once the envelope reaches the signer.

Setup details:

  • Recipient 1: Reviewer — action type set to "Needs to View" (or "Receives a Copy," whichever applies)
  • Recipient 2: Signer — action type "Needs to Sign"
  • Data source: Bulk Send list (CSV) mapped to envelope custom fields / recipient fields

What I need:
The reviewer should be able to see the bulk-loaded data (the merged field values) at their step, so they can confirm accuracy before the envelope continues to the signer.

Question for Support:
Is this a known limitation of Bulk Send with "Needs to View" recipients, or is there a configuration fix — such as a template field visibility setting, recipient routing setting, or field tagging change — that would let the reviewer see this data?

This is a known behavior. If the "Needs to View" recipient is first in the routing order, they won't see fields assigned to the Signer. The bulk merge data is linked to the Signer's fields, so nothing is displayed to the Reviewer until the envelope reaches the Signer's turn.

The fix: (you must have admin access)

  1. Go to Admin > Sending Settings 
  2. Find "When an envelope is sent, write the initial value of the field for all recipients" > Enable it and Save

This writes the field's initial value as visible text for all recipients in the routing order.

Note: this is an account-wide setting, so it will apply to all templates and envelopes going forward, not just this one. 

I tested this myself (enabled the setting, created a template, ran a bulk send) and confirmed it works. The Reviewer can now see the merged data at their step.
