Is it possible to redact a file in Docusign once a file has been signed. Example is that if we have a data access request, can we redact files in Docusign instead of doing the whole PDF redaction bit?

Docusign eSignature's Purge functionality allows you to remove documents and redact PII, but this action applies to all documents within an envelope. Partial redaction or removing only specific documents from an envelope is not possible.

No, it’s not possible to redact a document after it has been signed. When a document is signed, it is digitally sealed and can no longer be modified or redact.
