Do drafts count towards envelope limit?

I’m sure this has been asked but I couldn’t find an answer so I apologize. Does a draft count against my plan’s envelope limit if I never send it?

@mbt In all documentation I have read the limits pertain to “Sent” envelopes. Draft envelope are created but not as of yet “sent” so they should not count against your envelope limit until such time as you send that envelope.
