Custom message when an envelope is created?

Currently, add a custom message in the place that you mentioned and showed in your picture is not possible.

One way to send a customized message to the recipients is using the Private message option as shown below.

Other suggestion is to use the field Note inside of your document as shown below. Notes as temporary messages, after the recipient signed an agreement the Note message disappears.

Not a solution, I want to give message to the creator of the envelope, not to the recipient.

In general:

We train and inform our Docusign users. But there is information that is so important that it should be shown every time an envelope is created. 

One specific use case: We have signers that sign with IDNow and others that sign with Docusign ID Verification. It is important that for every signer, the correct identification method is used. We have that information in a list and would remind every creator of an envelope to look into that list in order to choose the correct method for every signer.

(An ideal solution would for that specific use case would be showing that information for every signer. But that is not possible. See by corresponding idea:
