Can you update a document’s prefill tab after the envelope has been signed once?

If not, must I create a new envelope each time I need to update the prefill tab?

I want the ability to mark a user as “Rejected”, and I believe the only way is to add prefill tabs, but they get baked into the document after a user signs.

I reproduced the issue, and unfortunately, the answer is no. You cannot update a prefill tab on a document after at least one recipient has signed it. Once a document is signed, the information is locked to preserve the electronic signature's integrity and to maintain an accurate audit trail. You can just void the envelope and resend it.
