You may try to do basic troubleshooting by following these steps before trying to create a developer account.
To clear the cache and cookies in your browser, follow the instructions based on your specific browser.
Desktop browsers:
Chrome:
Click on the three-dot menu icon in the top-right corner.
Go to "More tools" and select "Clear browsing data".
Choose the time range and select "Cookies and other site data" and "Cached images and files."
Click on "Clear data."
Firefox:
Click on the three-line menu icon in the top-right corner.
Go to "Options" and select "Privacy & Security" from the left sidebar.
Scroll to the "Cookies and Site Data" section and click "Clear Data".
Check the boxes for "Cookies and Site Data" and "Cached Web Content".
Click on "Clear".
You may also consider using your personal computer and network. Most of the time, it fixes the issue.

Thanks for raising this! Starting last year, Docusign has strengthened risk control measures on account registrations. Just to confirm:
- Have you already purchased a Docusign subscription?
- Are you working with an official Docusign partner who can support you?
If you have product account, you can open case with support team. Or contact a Docusign partner can help open case with support team about the account create process.
