Yes, the legacy version of bulk send has been retired back in February 28, 2022

I am having the same issue, I have never used V1, even tried to set up a new template. When I format my CSV file and go to upload I get the same error. “The legacy version of bulk send is retired. Switch to the new enhanced version of bulk send”
Nothing in the article or this forum is helpful for the problem we are encountering, I think this is a development bug.
Off to manually enter 100 contacts..

Did you create your CSV file from the sample CSV that is available on your envelope for the Bulk Send upload?
I created 11 drafts using the same template and CSV file structure today (12th Oct 2024). I was able to schedule them no issues at all. When I started to work on the 12th list instead of progressing as the previous drafts did I was presented with this error ‘ The legacy version of bulk send is retired. Switch to the new enhanced version of bulk send’ . Safe to say I never used v1. The list has the exact same structure as the previous 11 lists and I am using the same template. I logged out and back into the account but the error persists. Our package is enterprise pro. I thought there may be a limit to how many envelopes I can schedule for same day? Must say not clear from the terms of business we’ve received.

I haven’t been able to reproduce the issue, or find any recent mention of the error in our support cases data base. This leads me to believe that the root cause of the issue could lie in the Bulk Send CSV template format, as mentioned by @JohnSantos.
Please try generating a new CSV template by following the instructions below, and then re-try sending your bulk batch with it.
