Bulk Send - Unable to upload CSV/XLSX recipient list in Developer account and Bulk Send REST API availability

Hi everyone,

I'm testing Enhanced Bulk Send in my DocuSign Developer (Demo) account.

I can successfully create a bulk send by manually entering recipients, but I'm unable to upload recipients using either a CSV or Excel (.xlsx) file.

When I select a CSV or XLSX file, the upload doesn't proceed, and the page displays the following message:

"The legacy version of bulk send is retired. Switch to the new enhanced version of bulk send."

I'm already using the Enhanced Bulk Send interface, so I'm unsure why this message is displayed.

What I've verified

  • Developer (Demo) account
  • Template is configured correctly with recipient roles
  • Manual recipient entry works successfully
  • CSV upload does not work
  • Excel (.xlsx) upload does not work
  • The same message appears after selecting the file

My questions

  1. Is CSV/XLSX recipient upload supported in Developer (Demo) accounts?
  2. Is this a known issue with the Enhanced Bulk Send interface?
  3. Does recipient list upload require any additional feature, entitlement, or account configuration?
  4. Is there a REST API available for the new Enhanced Bulk Send feature?
  5. If a REST API is available, could you please share the relevant API documentation or endpoint for creating bulk send jobs using templates and recipient lists?
  6. Is the older Bulk Send REST API still supported, or has it been replaced by a new API for Enhanced Bulk Send?

I'm currently developing a C# application using the DocuSign eSignature SDK, so I would like to confirm the recommended API for implementing Bulk Send before proceeding.

I've attached a screenshot of the issue for reference.

Any guidance would be greatly appreciated. Thank you!

We apologize for the issues you’re having with the Bulk Send feature. I understand that the process for bulk sending is a little confusing. I’ll be glad to help you with this.

The Bulk Send feature is available for both demo and production accounts; there are sending limitations for demo accounts. Recipient list uploads do require a specific format and can be downloaded by clicking the Sample File when creating the Bulk Send.

Docusign currently supports Bulk Send through the eSignature REST API, and it works the same as using the production environment. The legacy bulk send remains supported, and there is no separate process for the Enhanced Bulk Send user interface. You can refer to the article below, which includes the Bulk Send endpoints and implementation examples.
