To set your expectation, the send on behalf option is greyed out if the user for shared access is just a Docusign viewer. But if those users on your list are not DS viewers and you do not see the option, this may be due to a backend setting that has not been activated, or potentially related to your subscription plan. A support agent can assist in determining whether this is the case or is indeed supported under your plan, so it would be advisable to create a support case for clarification.
