I understand you are getting an error message when provisioning users with Entra. I sincerely apologize for this.
Looks like you are using Entra's User Provisioning API integration. Unfortunately, this is outside Docusign Support's scope as we do not own the product. We highly recommend using Just in Time Provisioning (JIT) where the users, who were granted access to Docusign, get provisioned in Docusign upon logging in. Article: How do I use Just-in-Time Provisioning as a Docusign Administrator?
In your case, we can suggest checking if the user was granted access to Docusign in the Identity Provider before trying to provision them. If yes, all questions about the errors received in the Entra's API solution should be addressed with MS Entra's support. You may also speak with your Docusign Account Executive if your account has one to set up a meeting with an Engagement Manager to scope a Professional Services engagement.
