We're sorry for the challenges experienced with the "Sign with Notary” feature enablement. I am more than happy to discuss this further and provide clarification.
Based on your description, it appears you are attempting to utilize our eNotary (In Person Notary). This is our legacy in-person electronic notarization (IPEN) solution. While some customers use it, this is no longer offered.

If you are on a Web plan, you can contact our Sales team to discuss these features
Contact the Docusign Sales Team | We're Here to Help
If you are on an Enhanced plan, a support agent can determine if the features are supported under your plan and potentially enable them. Additionally, they can check if the eNotary can still be enabled for your use. Therefore, creating a support case is advisable.
Open a case in the Docusign Support Center
