Thank you for reaching out here in Docusign Community.
Yes, you are correct that Business Pro or any other plan will cost the same for each user.
For Business Pro it is $480 per year/user see this link for Plan & Pricing.
The maximum number of users you can add for a Business Pro plan is 50.
If you think that you will need more than 50. I suggest that you contact our Sales Team so they can sign you up for a corporate plan where you can add users with either more than 50 or no limit.
