What does a buyer do if a business uses Docusign without their permission? Who does one complain to?

Docusign is a cloud service provider of electronic signatures, and as a technology service provider, Docusign is a neutral third party to any transaction processed through the platform. Docusign's confidentiality obligations prevent us from providing information to third parties without a proper legal process.
Suppose you dispute that you are a party to a transaction. In that case, you should try to get the relevant information directly from the Docusign account holder or through a legal process, such as a subpoena. Please review Docusign's Law Enforcement Guidelines page for details on submitting a request for data or information.

There no more to add. Who monitors the users of Docusign? I bought a car and the dealer used Docusign for the loan application without my knowledge or permission or my ability to see what I supposedly signed. He did this so I would not see all the extra things he added to the loan contract.

I am still waiting for an answer. Who does one complain to at “Docusign” if someone, a seller, uses Docusign for a contract without the buyers permission or knowledge?
