Have tried my API web.config with the following values
- the URI redirect set up on the account-d sandbox (app url ending in "/app/Esignature/Callback")
- the call back url (site url ending with "/rest")

I had to follow https://support.docusign.com/en/articles/Redirect-URI-not-registered and then wait a few minutes before it started to work
