In the same article Embed a Web Form A Use Case there is a section that states the following:

Embedding a web form is a function of the Web Forms API and is usually performed by your developers or administrators. The Web Forms API is available in all developer accounts, but only in certain production account plans. Contact Docusign Support or your account executive to find out whether the Web Forms API is available for your account plan.
