Document Decline Reasons - visible for everyone?

You can change the Email Resource file to possibly include the reason with the help of a HTML expert, but an actual setting that allows you to control if the reason can be added or not unfortunately does not exist. Please view page 50 and 111: Resource Files

Note: Some advanced features and options are supported only in certain DocuSign plans. Your account plan might not support some options discussed in this help topic. For more information about which options are available for your account, contact your account administrator. Or, visit our Plans and Pricing web page for more details on the features included with your plan.

As another side note, only recipients who have signed before the document was declined get the Declined Email notification.
