Hello. 

I created power automate, using Docusign action. 

I have tested some runs and looks like if the recipients are registered Docusign users, they have no problem of receiving documents but it won’t send to the recipients who are not registered to Docusign. (People who do not have license.)
Has someone experienced this problem? If so, is there any solution?

You can send an envelope to any email address, regardless if the recipient does have an Docusign account or not. It also doesn’t matter if it’s a paid subscription or free account for existing users. I am not aware of such problem in context of using Power Automate.

The only difference is that users without a Docusign account can only access the documents via their personal link that is embedded in the emails from Docusign, while registered users can always log into their Docusign account to access all documents that have been sent to them since they created the account.

Maybe the issue is more generic, e.g. the email landed in the spam folder. This Docusign Support article contains additional information on the topic.
