I have a question regarding the Part 11 Module. From my understanding, once this module is enabled, all signature process flows sent to signers will adhere to the Part 11 Module. Consequently, users within an organization that has the Part 11 Module enabled cannot opt out of this process. Is my understanding correct?

That is correct any envelope sent from a Part 11 enabled account will automatically engage the Part 11 process in DocuSign. The Part 11 enabled account is a global setting so all users on that account will initiate the Part 11 protocols upon sending the envelope. Most organizations working with DocuSign have a regulated and non regulated account so they can send non Part 11 documents out without the extra validation that is required.
