I am very sorry for the inconvenience you are having, I share this documentation that explains the reason for this error, I recommend opening a ticket with the Support team.

You can also verify that you are using the user Id correctly, otherwise it will also generate that error, again I recommend that you open a ticket with Support for better attention.

@asha davis Which is the OAuth2.0 Type you choice? Code grant or JWT? Have you done the authorize? You can reference this document for which OAuth2.0 Type should use: https://developers.docusign.com/platform/auth/.
