can I send a document with the option for either party to sign to one email or two emails and not have it remain open if only one signs?

There is no option in eSignature that would allow you to define a total signers required to trigger your envelope’s completion.
As a workaround, you might want to look into manually deleting the unnecessary recipient during a correction in Manage>Sent>Actions>Correct.
