What permissions does shared Access grant a user access to the shared account's reports? In other words, people who use a shared account will want to see its reports.

Welcome to the DocuSign Community!
To achieve the described scenario where you want an user to see all available reports including the customized ones, you need to create a customized Permission Profile granting Report permissions.
After created the Delegated Permission Profile, you can edit that user and change to this new created Permission Profile.
