Although my Mailing Envelopes are set with the permission for the recipient to reassign to another signer. The recipient's Action Box does not display this option. In fact, it requires the receiver to sign or decline. Any information on how to sync these two operations would be greatly appreciated.

In your admin console, on the Signing Settings page, are both of these options checked?
Allow recipients to change signing responsibility
Allow senders to override change signing responsibility
If one of these options is unchecked, it's possible to get into a scenario where it looks like change signer is enabled for an envelope, but it's really not. In your case, I'm wondering if the first option is unchecked.
