I have a document that can be signed by either of two people. How do I make sure that the evelope goes to the next step if only one of them signs?

You might consider Signing Groups for this issue. Guidance attached below but the basics of it is you create a group with multiple e-mails in. When you add the group as a signer, all contacts in the group get notified of the request to sign, but only one of them needs to go in and sign.
