If I choose to resend my documents to multiple recipients to act as a reminder for them to sign - am I using a new envelope for each recipient? Thanks

No, it wouldn't count as a new envelope in general, you will be just resending a link for an envelope that was already sent, also, the Resend option would only send a notification to all of those recipients that are pending: https://support.docusign.com/s/document-item?bundleId=oeq1643226594604&topicId=ocl1578456335565.html&_LANG=enus
