I noticed another person had the same problem but his question didn't have an answer.

So you are trying to upload an existing I-9 PDF file and what exactly is the error or message when you attempt to upload? Where did you get the I-9 PDF from?

My recommendation is to use the DocuSign Template Library and import that I-9....(note you need to be a DocuSign Admin on the Account to perform this action.)

I was struggling with this same problem, even after reading all the community forum posts about it. This solution worked for us so I thought I'd share it on any relevant posts here in case it helps others.

I downloaded the W4 and I-9 template found on this page (as David says above):

It's a json file. But then I was unable to upload that json file as a template because our account did not have that option enabled. To enable it, I went to Admin > Sending Settings > Templates and checked the box for "Enable template upload".

Once you've done that you can go into your DocuSign account, go to Templates, and click New > Upload Template. You then give it the json file you downloaded above, and it creates a template with a working w-4 and i-9 form.

I downloaded the form, but the part for the translator doesn't seem to work. These fields are not active. Any suggestions?

Yeah I noticed that too. The I-9 template provided by DocuSign does not have fields for the translator section. If you want those you'll have to drop them onto the template yourself, which is easy enough to do.
