The "Copy View" watermark is directly related to the envelope's authoritative copy being exported to external storage.
An authoritative copy is the "single, distinct, absolute original version of a document that is unique, identifiable, and unalterable without detection. ".

This parameter is usually enabled through API only, unless you are using a vaulting service such as eOriginal, most likely the envelope is being marked to be exported as part of an external workflow to DocuSign.
Taking this into consideration, if you are creating your envelopes through an application or website external to DocuSign eSignature, you could look into creating a test envelope directly in our web app and confirm if the issue persists there as well.
