I understand you are looking for a way to set an approval workflow that no one can change.
You can create a template with a predefined approval workflow, share it with your users and limit changes to that template from other users. Please note that the limitations would only affect recipients, email messages and branding, fields are not included.

have you integrate the docusign with your system. Our customer always integrate their workflow with docusign, after the workflow trigger send envelope automatically. so nobody can change it.
