When I select the "Templates" header, the Template page loads on Docusign. However, there is not any option there to create a new template. Am I missing something?Screen Shot 2019-05-06 at 7.29.05 AM

The issue is the Permission Set associated to your DocuSign User. Your current Permission Set does not have adequate privileges to allow you to create Templates. You will need to speak with your DocuSign Admin and have them update your existing Permission Set or assign a new Permission Set that has either "Create" or "Share" on the Template dropdown in the Permission Set.

So why the hack do you frustrate your users by not telling them what the problem is directly in the UI? A simple greyed out button with additional info saying “you don’t have the permission to create templates” plus a request link would be a standrad and easy UX solution. Not offering such a simple thing is beyond any proper, modern user experience.
