Possibly your user cannot edit templates due to permission profiles. If you update the permission profile they can edit templates and add documents as needed.
To confirm which permissions the user has, confirm their User Profile, then go to Admin > Users & Groups > Permission Profiles.
- Select the user Permission Profile, and click on the Edit Button;
- Go to the Panel "User Permissions", and check the options available for Templates.
