I’m sorry to hear about the error you are getting.
No, corrected envelopes should not count towards your allowance as you are correcting an envelope that has already been sent. It is counted towards your allowance if it is the very first time you are sending the envelope.
With that said, I have some questions. When you get this error, does it still allow you to correct the envelope or does it get stuck on the pop up with the error? Do you need to discard the changes to get out of the correction mode?

Hi, Nathaly,
The popup box that says “You’re out of Envelopes!” pops up and I’m unable to finish with my correction. I’ve tried discarding them and repeating. I’ve even tried a different type of correction and no matter what doesn’t allow me to move forward.

I confirmed that correcting an envelopes does not require your account to have available envelopes neither on a direct account or a Web account such as yours, If you try correcting the envelope using an incognito/private window or a different browser do you get the same error? (As you already sent the envelope to the needed signer via a different account, can you try correcting the envelope to be sent to yourself?
If that doesn’t work, I recommend you create a support case to have that looked at on a more in depth manner: https://support.docusign.com/en/contactSupport
