Is there a way to share a web form like we do with templates so that they will not have to be downloaded and uploaded and reactivated again?

At this moment, it is not possible to share a Web Form except as you mentioned, downloading then importing it.

Since Web Forms stills being improved, let’s wait for any news on this.
