I marked that the Sender (Mandatory) complete specific fields. But it doesnt have them complete it.

I uploaded a document and created all of the fields.  I marked that the Sender (Mandatory) complete specific fields.   When I test it, it only requires that I put the individuals to send it to and then sends it.  What step am I missing to make sure the document is filled out before being sent?

In the context of sending, "Mandatory" means that the sender cannot delete the field; it does not mean the sender must fill out the field.  One thing you might consider is adding the sender as the first signer in the routing order.  This way, when signing, the sender would have to fill out values for the required fields and once the sender completes, the envelope would move on to the real signer.
