I sent a KBA envelope and the certificate does not say it was KBA authenticated. If a person has a DocuSign account can they bypass a KBA authentication on an envelope?

Hi
The sender account will always define recipient validation rules for sent envelopes. However, even if a recipient has an active DocuSign account, this doesn’t invalidate the extra authentication imposed by the sender.
Depending on the sender's account configuration, it’s possible to configure "exception period" for validations from the same recipient on the same device. You can check this configuration by accessing your account > Settings > Security Settings > Authentication Settings. There are three options under this menu, and one of them says “Recipient Authentication Skip Option”.
Please, check this article for more information: Authentication Settings
