I feel blind I dont know how to use this program

I purchased this program back in Sept 2024 but could figure out how to utilize this program. '

I want to use it to send out HR protocols so staff can read, sign and return for our records. 

I just restarted using it and used to sent a trial docusign to myself and another staff.  IT worked but 

I received another billing when my account is not even a year old (for amount of $300 plus)
