Whn signing on a mobile phone is it possible as an Admin to disable the opportunity to select “Mobile version” for the receipants?

I understand you are looking to disable Responsive Signing on your documents, yes, admins should be able to remove this option by going to Settings > Signing Settings: Signing Experience Settings
Users can also remove the option on an envelope level if permitted: Disable Responsive Signing
