Is it correct that IDV - DS EU Qualified (which I assume is IDV Premier) can only be used in combination with “ID Verification”?

I cannot find IDV - DS EU Qualified in the list of signature types. I can only use it when I activate Docusign ID Verification - means the signer has to identify before he can see the document.

If I am correct, what is the reason for that?

IDV stands for ID Verification and is not a signature type. 

The eIDAS regulation requires an user identification before a qualified electronic signature (QES) can be issued. The recipients can leverage the Docusign Wallet functionality, so their identification is valid for 3 years without the need to re-identify every time.

At this point in time the user identification is done before the envelope can be accessed. There may be the option to configure the identification to be done at the end of the signature process at a later point in time, but there is no release date for this on the current roadmap.
