promote to production got review declined

I want to switch to production, submit the review and it shows review passed .

 

Then I  promote to production   and selected a production account, which has the same email address as the development account,After a period of time,  I receive a [review declined], but there are no error messages,I don't know how to improve it

In many cases the review is declined because the account status couldn’t be verified automatically. In order to proceed with this, you’ll need to open a case with Docusign Support: support.docusign.com
